On October 9th, 2012% JSTOR reports that excessive downloads, a violation of the GC-JSTOR license, are originating Graduate Center IP space. When download ceilings are reached, all downloads are temporarily (15 mins) halted. We apologize for any inconvenience this has caused GC researchers, and we continue to work with the company to resolve the problem.
