Pages four and five of a thirteen page pamphlet issued in 1816 addressed to the honourable, the Senate and House of Representatives of the United States, in Congress, the representation of commissioners of the State of New-York, in of the said State, respectfully showeth that the board of commissioners, as required by law, have made application to the federal government for funds to support the construction of the canals. A committee of five was empowereed to devise measures to open communication between the Hudson River and the Great Lakes. In this same act, $20,000 was budgeted to the project, but no powere was given to start construction. This memorial is signed by Dew Witt Clinton, President of the Commissioners on November 10, 1816. These pages provide reasons for federal funding for the canal, including The great influence excercised over the western Indians, even in our own territory, by the subjects of a foreign government, we have always had numerous reasons to wish destroyed.
